3. Program Mandate (issued by Portfolio Review Board)
4. Meet with key Stakeholders (Starts Stakeholder List)
5.Start Roadmap (starts in Program Definition Phase)
6. Approved Program Plan (includes Vision, Mission, & Metrics for Success)
7. Approved Business Case (includes varies studies)
8. Start High Level Program Charter
9. Start High Level Program Management Plan
