Question is about what is one of the goals of phase gate reviews from the given alternatives?
Phase gate reviews are generally tied to some decision making, assessing and deciding to close one stage or phase and deciding to commence with next stage or phase.
Phase gate Reviews are not about monitoring the business environment for any changes, but reviews take inputs from those monitored changes to review program's already performed stage/phase and decide appropriately.
Phase gate reviews' goal is not to ensure charter remains viable. But to assess if charter is still valid and program is still viable. Sometimes through these reviews PGB may realise that charter is no more valid and program is no more viable. Then through these phase gate reviews, they don't have to ensure that charter remains valid. Sometimes best way forward is to declare the charter to be invalid, program to be not viable and terminate the program.
For these reasons A and C are not best choices.
Through phase gate reviews PGB however does review and assess if program is still strategically aligned to the organisation'a strategic objectives. They do so by assessing the completed stage/phase in the overall environmental context for what it was meant to do. At the same time PGB also reviews if program is still viable and if it makes sense to commence the next stage/phase or not. So B is a better choice.
